Commissioners may in certain Cases grant Certificates of Charge for Expenses.

XXVIII. If by reason of Disputes as to Title it shall appear to the Commissioners to be uncertain upon what Person the Order to pay Costs or Expenses should be made, the Commissioners may, if they shall so sec fit, grant to the Person entitled to receive Payment of such Costs or Expenses a Certificate of Charge upon the Manor or Land, as the Case may be, in respect of which such Costs or Expenses were incurred, which shall operate in all respects as other Certificates of Charge under this Act.
