Rules.

9.—The Committee may by rules provide for the establishment, functions and procedure (including quorum) of Sub-Committees of the Committee and the rules may provide for the delegation, to a Sub-Committee or Sub-Committees of or under the Committee, of any powers, functions or duties of the Committee.
