EXPLANATORY NOTE

(This note is not part of the Instrument and does not purport to be a legal interpretation)

These Regulations provide flexibility to the Marine Survey Office in issuing an initial safe manning document for a limited period to allow a fishing vessel owner a brief transitional period in order to comply in full with the Safe Manning Regulations.
