S.I. No. 489/2025 - Private Security (Licensing and Standards) (Amendment) Regulations 2025


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 17th October, 2025.

The Private Security Authority, in exercise of the powers conferred on it by section 51 of the Private Security Services Act 2004 (No. 12 of 2004), with the consent of the Minister of Justice, Home Affairs and Migration, hereby makes the following regulations:

1. These Regulations may be cited as the Private Security (Licensing and Standards) (Amendment) Regulations 2025.

2. These Regulations come into operation on 31st October 2025.

3. In these Regulations “Principal Regulations” means the Private Security (Licensing and Standards) Regulations 2023 ( S.I. No. 140 of 2023 ).

4. The Principal Regulations are amended by the insertion of the following Regulation after Regulation 2:

“2A. (1) The PSA 80:2025 standards specified in Regulation 5 in relation to new applicants for the category of licensee “installer of security equipment (access control)” apply from 31st October 2025.

(2) The PSA 80:2025 standards specified in Regulation 5 in relation to the category of licensee “installer of security equipment (access control)” apply from the date of the next instance of renewal of an existing licence.”

5. Regulation 5 of the Principal Regulations is amended by substituting for row 4 of the Table the following:

PSA Licensing Requirements – Electronic Security – Access Control (PSA 67:2021)

PSA Licensing Requirements – Electronic Security – Powered Gates (PSA 80:2025)

The Minister for Justice, Home Affairs and Migration consents to the making of the foregoing Regulations.
