S.I. No. 612/2025 - Sea-Fisheries (Quotas) Regulations 2025

I, TIMMY DOOLEY, Minister of State at the Department of Agriculture, Food and the Marine, in exercise of the powers conferred on me by sections 3 and 14 of the Sea-Fisheries and Maritime Jurisdiction Act 2006 (No. 8 of 2006), and the Agriculture, Food and the Marine (Delegation of Ministerial Functions) (No. 2) Order 2025 ( S.I. 368 of 2025 ) for the purpose of giving effect to Council Regulation (EU) 2025/202 of 30 January 20251 , Council Regulation (EU) 2025/669 31 March 20252 , Commission Implementing Regulation (EU) 2025/1798 of 9 September 20253 and Council Regulation (EU) 2025/1996 of 29 September 20254 hereby make the following regulations:

1. These Regulations may be cited as the Sea-Fisheries (Quotas) Regulations 2025.

2. (1) In these Regulations “Council Regulation” means Council Regulation (EU) 2025/202 of 30 January 2025, as amended by Council Regulation (EU) 2025/669 of 31 March 2025, Commission Implementing Regulation (EU) 2025/1798 of 9 September 2025 and Council Regulation (EU) 2025/1996 of 29 September 2025.

(2) A word or expression that is used in the Council Regulation and is also used in these Regulations, has, unless the context otherwise requires, the same meaning in these Regulations as it has in the Council Regulation.

3. The master of –

(a) an Irish sea-fishing boat wherever it may be, or

(b) a sea-fishing boat in the exclusive fishery limits of the State

shall comply with Articles 7 ,12, 13, 15, 16, 17, 18, 19, 20, 21, 25, 26, 29, 30, 32, 35, 37, 38, 40, 41, 42, 43, 46, 49, 50, 51, 52 and 59 of the Council Regulation.

4. (1) Subject to paragraph (2), the master of -

(a) an Irish sea-fishing boat wherever it may be, or

(b) a sea-fishing boat in the exclusive fishery limits of the State shall comply with Article 10(1), (2), (3) and (4) of the Council Regulation in relation to sea bass.

(2) The master of an Irish sea-fishing boat operating in ICES Sub-area 6 or ICES Sub-area 7 is subject to the Bass (Conservation of Stocks) Regulations 2006 ( S.I. No. 230 of 2006 ) in relation to sea bass.

(3) A person engaged in recreational fisheries that is fishing for sea bass shall comply with Article 10(5) of the Council Regulation.

5. The following Regulations are revoked:

(a) The Sea-Fisheries (Quotas) Regulations 2024 ( S.I. No. 457 of 2024 ), and

(b) The Sea-Fisheries (Quotas) (Amendment) Regulations 2024 ( S.I. No. 679 of 2024 ).

These Regulations have the purpose of giving effect to the provisions of Council Regulation (EU) 2025/202 of 30 of January 2025, as amended by Council Regulation (EU) 2025/669 of 31 March 2025, Commission Implementing Regulation (EU) 2025/1798 of 9 September 2025 and Council Regulation (EU) 2025/1996 of 29 September 2025, fixing for 2025 and 2026 the fishing opportunities for certain fish stocks, applicable in Union waters and, for Union fishing vessels, in certain non-Union waters, and amending Regulation (EU) 2024/257 as regards fishing opportunities for 2025.
