Communication of pensions, and gratuities to widows.

47. Provided, that in any case or class of cases in which it appears to the Board of Trade desirable so to do, such Board may commute any pension upon such terms as it thinks fit, and may also, as regards relief to widows and children, substitute gratuities for annual pensions, such gratuities to bear a fair pro-portion to the annual pension which would otherwise have been granted.
