I, JAMES BROWNE, Minister for Housing, Local Government and Heritage, in exercise of the powers conferred on me by section 4 of the Seanad Electoral (University Members) (Amendment) Act 2024 (No. 40 of 2024), hereby make the following regulations: | ||||||||||||||||||
1. These Regulations may be cited as the Seanad Electoral (University Members) (Amendment) Act 2024 (Prescribed Matters) (No. 2) Regulations 2025. | ||||||||||||||||||
2. The Seanad Electoral (University Members) (Prescribed Matters) Regulations 1938 to 2025 and these Regulations shall be construed as one and may be cited together as the Seanad Electoral (University Members) (Prescribed Matters) Regulations 1938 to 2025. | ||||||||||||||||||
3. In these Regulations “the Act” means the Seanad Electoral (University Members) (Amendment) Act 2024 (No. 40 of 2024). | ||||||||||||||||||
4. Every form set forth in the Schedule to these Regulations is the form prescribed for the purposes for which the form is expressed in the said Schedule at the head of such form. | ||||||||||||||||||
5. The fee to be paid under Rule 30 in the Schedule of the Act by an applicant for a copy of any claim or notice of objection shall be €10. | ||||||||||||||||||

The Electors list is to be published by the Chief Registration Officer on the 29th day of January in every year, as provided for in Rule 1 of the Schedule to the Act. | ||||||||||||||||||
The Electors list shall be in the following form. | ||||||||||||||||||

Electors List for the register to come into force on 1 June [insert year] | ||||||||||||||||||
List A: The register for the time being in force. | ||||||||||||||||||
List B: A list of electors who have submitted a form of claim in the prescribed form and who appear to the Chief Registration Officer to be qualified to be registered but whose names are not on List A (the register for the time being in force), showing in respect of each person his or her name in full, current address and the name of the relevant designated institution which awarded the person a degree. | ||||||||||||||||||
List C: A list of persons registered in List A who appear no longer to be entitled to be registered as electors, showing in respect of each such person, his or her name in full and number on the register in force. | ||||||||||||||||||

LIST OF CLAIMS: LIST OF ALL PERSONS WHO HAVE SUBMITTED A COMPLETED FORM OF CLAIM, ON OR BEFORE THE 26th DAY OF FEBRUARY AND THE NAME OF THE INSTITUTION THAT AWARDED THAT PERSON A DEGREE. | ||||||||||||||||||

This list contains the name and address of every person who submitted a completed prescribed form of claim, on or before the 26th day of February and was not included in Part B of the electors list published in January, and shall include, in respect of each person, the name of the institution that awarded that person a degree. The list must be published by the Chief Registration Officer no later than the 12th of March as provided for in Rule 14. | ||||||||||||||||||

Form of notice of objection in relation to an entry on the electors list or list of claims for the Higher Education constituency | ||||||||||||||||||
The Register of Electors for the Seanad Éireann Higher Education constituency is revised annually in line with the Seanad Electoral (University Members) (Amendment) Act 2024 as follows: | ||||||||||||||||||
- On 29 January, the Chief Registration Officer (CRO) publishes an electors list of all those persons that it appears to him or her are entitled to be registered on the register of electors. The list includes the names of those on the current register, those whose claims to be added have been received and processed, and those whose names will be removed from the revised register (e.g. resulting from information received that a person is deceased). | ||||||||||||||||||
- Eligible applicants can make claims for inclusion on the revised register until the deadline of 26 February. | ||||||||||||||||||
- The list of claims received by the CRO is published on 12 March and includes the names of all of those who have submitted a completed application for entry on the register of electors before the closing date and who were not included on the electors list. | ||||||||||||||||||
- Objections to the entry on to the register of electors of any person on either the electors list or the list of claims can be made by persons who are on the register of electors for the Higher Education constituency or by any registration officer in a designated institution. The closing date for receipt of objections is 26 March. | ||||||||||||||||||
- Objections will be considered and ruled upon by the Chief Registration Officer. | ||||||||||||||||||
- The revised register of electors is published on 1 June. | ||||||||||||||||||
Steps | ||||||||||||||||||
1. Complete this form fully if you wish to make an objection and return it to the CRO. | ||||||||||||||||||
2. In order to be considered a copy of this objection must be sent by you to the person who is the subject of the objection by registered post. | ||||||||||||||||||
3. The list of objections received will be published by the CRO and objections will be available for inspection by any person. | ||||||||||||||||||

These regulations prescribe three forms associated with the registration process for the Seanad Higher Education constituency: the form for publication of the electors list, the form for publication of the list of claims and the form to be used to make an objection in relation to an entry on the electors list or on the list of claims. They also prescribe the fee to be charged for the provision of a copy of a claim or a notice of objection. | ||||||||||||||||||
