S.I. No. 663/2025 - Diplomatic and Consular Fees (Amendment) Regulations 2025.

I, HELEN MCENTEE, Minister for Foreign Affairs and Trade, in exercise of the powers conferred on me by section 3 (as amended by section 28 of the Passports Act 2008 (No. 4 of 2008)) of the Diplomatic and Consular Officers (Provision of Services) Act 1993 (No. 33 of 1993) (as adapted by the Foreign Affairs (Alteration of Name of Department and Title of Minister) Order 2025 ( S.I. No. 106 of 2025 )), with the consent of the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, hereby make the following regulations:

1. (1) These Regulations may be cited as the Diplomatic and Consular Fees (Amendment) Regulations 2025.

(2) These Regulations come into operation on 9 December 2025.

2. The Diplomatic and Consular Fees Regulations 2013 ( S.I. No. 46 of 2013 ) (as amended by the Diplomatic and Consular Fees (Amendment) Regulations 2019 ( S.I. No. 259 of 2019 )) are amended –

(a) in Regulation 2 –

(i) by the substitution of the following definition for the definition of “emergency travel certificate”:

“ ‘emergency travel certificate’ means an emergency travel certificate issued in accordance with section 15 (2) of the Passports Act 2008 ;”,

(ii) by the deletion of the definition of “European Union Emergency Travel Document”, and

(iii) by the insertion of the following definition:

“ ‘EU ETD’ means an EU Emergency Travel Document (within the meaning of Council Directive (EU) 2019/997 of 18 June 20191 establishing an EU Emergency Travel Document and repealing Decision 96/409/CFSP) issued by the Minister under the European Union (EU Emergency Travel Document) Regulations 2024 ( S.I. No. 701 of 2024 );”, and

(b) in Part 1 of Schedule 2, by the substitution of the text set out in the Schedule for the rows at Reference Numbers 10, 11 and 12.

For the issue of an emergency passport or emergency travel certificate by the relevant duty officer, diplomatic mission or consular post.

For the delivery of an out-of-hours service by the relevant duty officer, diplomatic mission or consular post, payable in addition to the fee for an emergency passport or emergency travel certificate specified at Reference Number 10 or an EU ETD specified at Reference Number 12.
