Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 26th June, 2026.

I, JIM O’CALLAGHAN, Minister for Justice, Home Affairs and Migration, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972), and for the purpose of giving further effect to Regulation (EU) No 604/2013,1 hereby make the following regulations:

1. (1) These Regulations may be cited as the European Union (Dublin System) Regulations 2026.

(2) These Regulations shall come into operation on the on the date of signature by the Minister.

2. The European Union (Dublin System) Regulations 2018 (No. 62 of 2018) are amended –

(a) by the substitution of the Schedule set out in Schedule 1 for Schedule 2 to the Principal Regulations, and

(b) by the substitution of the Schedule set out in Schedule 2 for Schedule 3 to the Principal Regulations.

EXPLANATORY NOTE

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

These Regulations amend the European Union (Dublin System) Regulations 2018 (No. 62 of 2018). The Regulations introduce an option for consent to be given in respect of electronic service in the process for appeals and provides further clarity on applications for extensions of time and permissions to make late appeals.
