I, JENNIFER CARROLL MACNEILL, Minister for Health, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving further effect to Commission Delegated Directive (EU) 2024/1262 of 13 March 20241 , hereby make the following regulations: | ||
1. (1) These Regulations may be cited as the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2025. | ||
(2) The Principal Regulations, the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2013 ( S.I. No. 434 of 2013 ), the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2014 ( S.I. No. 174 of 2014 ), the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2016 ( S.I. No. 552 of 2016 ), the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2018 ( S.I. No. 553 of 2018 ), the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2020 ( S.I. No. 324 of 2020 ), and the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2022 ( S.I. No. 205 of 2022 ) and these Regulations may be cited together as the European Union (Protection of Animals used for Scientific Purposes) Regulations 2012 to 2025. | ||
2. These Regulations come into operation on 4 December 2026. | ||
3. In these Regulations “Principal Regulations” means the European Union (Protection of Animals used for Scientific Purposes) Regulations 2012 ( S.I. No. 543 of 2012 ). | ||
4. Regulation 3(1) (as last amended by Regulation 3 of the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2020 ( S.I. No. 324 of 2020 )) of the Principal Regulations is amended by substituting for the definition of “Directive” the following definition: | ||
“‘Directive’ means Directive 2010/63/EU of the European Parliament and of the Council of 22 September 20102 as amended by Commission Delegated Directive (EU) 2024/1262 of 13 March 20241 ;”. | ||

EXPLANATORY NOTE | ||

These Regulations amend the European Union (Protection of Animals used for Scientific Purposes) Regulations 2012 to give further effect to Commission Delegated Directive (EU) 2024/1262 of 13 March 2024 amending Directive 2010/63/EU of the European Parliament and the Council of 22 September 2010 as regards the requirements for establishments and for the care and accommodation of animals, and as regards the method of killing animals. | ||
Commission Delegated Directive (EU) 2024/1262 amends Annex III of Directive 2010/63/EU (which lays down requirements for establishments and for the care and accommodation of animals used for scientific purposes) as well as Annex IV thereof (which lays down appropriate species-specific killing methods for animals used for scientific purposes). | ||
These Regulations may be cited as the European Union (Protection of Animals used for Scientific Purposes) (Amendment) Regulations 2025 and come into operation on 4 December 2026. | ||
