S.I. No. 543/2025 - Road Transport Operator Licensing (Fees) Regulations 2025

I, SEÁN CANNEY, Minister of State at the Department of Transport, in exercise of the powers conferred on me by section 13 of the Road Transport Act 2011 (No. 31 of 2011) (as adapted by the Transport, Tourism and Sport (Alteration of Name of Department and Title of Minister) Order 2020 ( S.I. No. 351 of 2020 ) and the Public Expenditure, National Development Plan Delivery and Reform (Alteration of Name of Department and Title of Minister) Order 2025 ( S. I. No. 243 of 2025 )), and the Transport (Delegation of Ministerial Functions) Order 2025 ( S.I. No.144 of 2025 )), with the consent of the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, hereby make the following regulations:

1. (1) These Regulations may be cited as the Road Transport Operator Licensing (Fees) Regulations 2025.

(2) These Regulations come into operation on 10 November 2025.

2. The fee to be paid to the Minister in respect of an application for, the grant, amendment, duplication or replacement of a licensing document referred to in column (1) of Schedule 1 is that set out opposite in column (2) of Schedule.

3. (1)The fee to be paid directly to the transport manager certificate of professional competence awarding body with an application—

(a) to register and sit an examination for a certificate of professional competence,

(b) for the grant of a duplicate or replacement certificate of professional competence,

(d) for the assessment and processing of an application to become a training provider for a certificate of professional competence, or

(e) for the approval to change an authorised tutor,

is that set out in column (2) of Schedule 2 in respect of the application referred to in column (1).

4. The Road Transport Operator Licensing (Fees) Regulations 2015 ( S.I. No. 460 of 2015 ) are revoked.

EXPLANATORY NOTE

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

These Regulations set out the fees to be paid for on-line road transport operator licences and related issues, including fees in respect of an application for the grant, amendment, duplication or replacement of a licensing document. The Regulations also set out the fees to be paid directly to the transport manager certificate of professional competence awarding body for services covering training providers, examinations and certificates. These include services such as applications to register and sit an examination for a certificate of professional competence, applications to obtain a duplicate or replacement certificate of professional competence, applications to have a certificate of professional competence training facility approved for 12 months, applications to become a training provider for the certificate of professional competence for 12 months, and applications by a training provider to change an authorised tutor during the 12-month period of approval.
