(a) by the substitution of the following paragraph for paragraph (b):
“(b) that the applicant is an owner of the dwelling and that the dwelling concerned is not the subject of a tenancy,”,
(b) by the deletion of paragraph (d), and
(c) in paragraph (e), by the substitution of “one owner in respect of the dwelling, that the other owners” for “one owner or tenant in respect of the dwelling, that the other owners or tenants, as the case may be,”.
