		SECOND SCHEDULE. Preferential Rates
		Section 8 .

		The preferential rates shall be charged—
		(a) in the case of tea, on and after the second day of June nineteen hundred and nineteen;
		(b) in the case of any other goods, on and after the first day of September nineteen hundred and nineteen.
